Town Hall Link: The JLD District Cooling Decision
URA’s 3 July 2026 release launching the Town Hall Link white-site tender gave Jurong Lake District a more specific infrastructure story. The site is planned as a mixed-use development beside Jurong Town Hall and a future park, with office, residential, retail and complementary uses. The release also places the site within a district-level cooling and sustainability strategy.
The cooling system is a district contract
Keppel’s published account of its contract with URA says it will design, build, own and operate a large-scale district cooling system for Jurong Lake District. The 2023 announcement describes a 29,000 refrigeration-ton design capacity intended to serve future office, business-park, residential, retail, hotel and institutional uses. Keppel says the system is planned to operate in tandem with future developments. This is infrastructure evidence, not a forecast of an apartment’s future service charge or energy bill.
URA’s 3 July tender release sets the land-use envelope: at least 40,000 square metres of office GFA, up to 126,000 square metres of residential GFA and 20,000 to 44,000 square metres of retail GFA, with other complementary uses possible. The tender closes on 17 November 2026. No developer, residential project name, price or final mix is confirmed.
What the mixed-use design means for a buyer
The white site is designed around a working district rather than a stand-alone housing estate. Offices and retail may support daily convenience and jobs, while deliveries, visitors and commercial activity are part of the same planning equation. District cooling can improve system efficiency at precinct scale; it cannot tell a buyer how a future building will be managed.
Ask for the eventual proposal’s connection to the cooling network, metering and maintenance arrangements, and the separation between residential and commercial circulation. Keep the project details, price and floor-plan pages at TBA until dated project documents exist.
Town Hall Link’s current value proposition is therefore a planned mixed-use setting with named district infrastructure and an open tender process. The contract and planning release make the questions sharper; they do not turn the white site into a priced launch.
