Town Hall Link Tender 2026: What the White-Site Particulars Confirm
Town Hall Link is no longer a “tender expected” story. URA launched the white-site tender on 3 July 2026, and the submission deadline is noon on 17 November 2026. The next useful question is not which developer will win or what a future unit will cost; it is what the tender particulars actually require and what they still leave open.
Confirmed land-use envelope
URA’s tender page gives a main land parcel of 37,227.7 square metres and a maximum GFA of 186,139 square metres. The permitted mixed-use development must include at least 40,000 square metres of office GFA, can include up to 126,000 square metres of residential GFA, and must provide between 20,000 and 44,000 square metres of retail uses. The page also requires at least 800 square metres for a childcare centre.
Within the residential maximum, URA states that up to 102,000 square metres of GFA, estimated at 1,200 dwelling units, may be used for flats, while up to 24,000 square metres may be used for serviced apartments. The 1,200 figure is therefore an estimate within a maximum envelope, not a final condominium unit count.
What the tender does not confirm
The tender particulars do not appoint a developer, announce a consumer project name, publish a price list, set a showflat date or establish the final balance between homes, offices, retail and complementary uses. The 99-year lease describes the land sale, not the price of a future residential unit.
URA’s 3 July release places the site beside Jurong Town Hall and a future park, with pedestrian links to Jurong East interchange and the upcoming Cross Island Line station at Jurong Lake District. Those are planning and infrastructure references. The final residential entrances, internal circulation, layouts and sales programme remain future documents.
A better way to follow the site
- Use project details to keep the white-site envelope separate from a future condo product.
- Use dated updates to track the 17 November closing date, award and later developer evidence.
- Use the location guide for current Jurong East context and planned connections, without treating future links as operating services.
- Use registration status for attributable project releases; an enquiry cannot reserve a home or confirm a queue.
The decision in one sentence
Town Hall Link is an open, commercial-led white-site tender with a clear land-use envelope and a 17 November 2026 closing date. It is not yet a priced residential launch. Keeping the maximum residential GFA, estimated flat count and unknown developer in separate fields is the safest way to add freshness without manufacturing a project.
