What Is Being Built Around the Town Hall Link Site Before a Developer Is Chosen

Most new launches arrive in a neighbourhood that is already finished. Town Hall Link is different: URA has set out a list of public works around the site that the Government and LTA will carry out before and alongside whichever developer wins the tender. For a buyer, those works say more about what the surroundings will look like, and when, than any artist's impression. This article lists them with the dates URA has published, and marks what is still open.

The status is unchanged. The white-site tender closes at noon on 17 November 2026 and has not been awarded, so the developer, project name, unit count, price and completion date are TBA.

Where the site sits in the plan

URA describes the 3.7 ha site as the start of the next phase of development in a new 120 ha precinct in Jurong Lake District. In its March 2026 annex, URA said the Government plans to extend the commercial node around Jurong East MRT station southwards into that precinct, with a balanced mix of offices, housing and amenities in a car-lite and park setting. The site sits next to the Jurong Town Hall national monument and a future park.

The site is also sized for lower risk than before. URA says its total GFA is about half that of the previous Master Developer site, to make it accessible to a broader pool of developers. That matters to a buyer mainly because it explains why the Government is taking on the groundwork below.

The groundwork the Government is doing first

URA's July 2026 annex says the Government will take on a greater share of infrastructure and land preparation for the area south of Jurong Town Hall Road, works that were originally imposed on the previous Master Developer site:

The practical reading: the roads, utilities and tunnels around the site have a 2031 horizon, and the CR19 station a 2032 one. The completion date of the homes is unknown, so it is not yet possible to say whether residents would move in before, during or after the tail end of these works. Budget for a precinct that is still being built around you in the early years.

Walking links: interim first, permanent later

URA says the site will connect to the Jurong East MRT interchange and the future CR19 station through multi-level pedestrian linkages. The detail in the annex shows how that happens in stages. LTA's covered linkways along Jurong East Street 12 are an interim measure, to be used until more permanent at-grade and elevated walkways are built when the two plots immediately south of the MRT station are developed. URA has not given a date for those two plots.

The tender itself provides for this. The particulars include an airspace stratum for an elevated pedestrian link bridge, and an optional underground stratum the winning tenderer can use for car parking, servicing and district infrastructure. The neighbours that are already fixed

• Jurong Town Hall. Built between 1971 and 1974 to a design by Architects Team 3, it opened in 1975 as the headquarters of Jurong Town Corporation. The National Heritage Board notes its 50-metre digital clock tower, and that the building now houses iHub, a space for start-ups. As a national monument it stays.
• A future park beside the site. URA has not published its size, design or completion date.
• Government offices. JTC, BCA and the Singapore Food Agency already have offices in the district, and URA says LTA and the Ministry of Sustainability and the Environment are studying moves there.
• International Business Park, which agencies are working to rejuvenate with more mixed uses around the Jurong Region Line's JE6 station, planned to open in 2028.

What is still open

• The developer, the residential design and the final flat count. URA's figure of 1,200 dwelling units is an estimate within a 102,000 m² cap for flats.
• The timing and form of the future park and of the two plots south of Jurong East MRT station.
• How much construction will still be under way nearby when the homes complete, since the completion date is TBA.

Using this when plans and prices arrive

When the developer releases a site plan and floor plans, check which stacks face the monument and the future park, and which face land that has not yet been sold or built on. Weigh that against the price for each stack. Each confirmed milestone will be logged on the registration status page.
